T Sports owns the broadcasting rights of both T20 Cup and Bangladesh Football Federation (BFF) matches. Bangladesh's away match against Qatar will start at 10 pm (Bangladesh Standard Time). With Friday's night match likely to clash with the football event, BCB decided to change the timings.
An official from T Sports confirmed BDCricTime on this matter, "The timing for Qatar match was informed to BCB by T Sports. The board immediately took the steps and kept our request."
Usually, T20 Cup matches start at 1:30 pm and 6:30 pm. While on Fridays, the scheduling is 2:00 pm for the afternoon match and 7:00 pm for the night match.
At T Sports' request, Bangladesh Cricket Board decided to start 4th December matches at 12:00 pm and 5:00 pm.
