The two ODIs will be played on May 19 and 21 in Rotterdam.
This will be Scotland's first international affair since the Cricket World Cup League Two tri-series with hosts UAE and USA in December 2019. They missed out on playing throughout the year 2020.
Scotland will host Namibia and Nepal for CWCL 2 tri-series in July.
Netherlands have returned to international cricket with a T20I tri-series in Nepal including Malaysia. Max O'Dowd became the first Dutchman to score a T20I hundred vs Malaysia, while they also chased down 200-plus total for the first time against the hosts.
"It’s been a long wait for the players and staff, but we have been working hard behind the scenes to ensure that the team are able to start playing international cricket again as soon as possible and we are delighted to be able to announce these matches against the Netherlands," Cricket Scotland CEO Gus Mackay said.
"I’d like to thank everyone at KNCB who has worked so hard with us to make these fixtures happen while respecting all COVID-19 protocols. It’s great to be looking ahead to international cricket again after so long without a match."
Netherlands last played ODI cricket in 2019, when they defeated Test-playing Zimbabwe 2-0 at home. They will be hosting Ireland for three World Cup Super League ODIs in June.
"The ODI matches against Scotland will be our first big games in the Netherlands for two years. It has been a big challenge to organize international cricket during the Covid pandemic but we are very pleased and excited to welcome Scotland on our shores and look forward to the contest which is part of our preparation for the first Super League series against Ireland in early June," KNCB High Performance manager Roland Lefebvre said.
Meanwhile, Cricket Scotland has named 13 players centrally contracted till April 2022.
